Am 6. und 7. März fand an der Hochschule Düsseldorf eine Zwischenkonferenz des EU-Forschungsprojekts „DEMOCRAT“ statt. Das Projekt ist am Forschungsschwerpunkt für Rechtsextremismus und Neonazismus (FORENA) unter Leitung von Prof. Dr. Fabian Virchow an der HSD angesiedelt. Es beschäftigt sich mit der Verbesserung von Demokratiebildung an Schulen (Education for Democracy, EfD) und der Betrachtung von demokratischen Kompetenzen wie kritischem Denken/Urteilsvermögen, demokratischer Resilienz, Deliberation und solidarischer Partizipation, die die Schüler*innen durch die Teilnahme an den Projekten ausbilden und vertiefen sollen. Als herausfordernd zeigt sich - bei allen Forschungs- und Praxispartner*innen - eine zielgruppenspezifische Evaluation der Kompetenzen passgenau so auszuarbeiten, sodass die jeweilige Gruppe Zugang findet und die Fragebögen gut beantworten kann.
Die Veranstaltung brachte dafür Expert*innen des Praxisfeldes, Wissenschaftler*innen, Lehrkräfte und Schüler*innen der beteiligten Pilotprojekte aus verschiedenen EU-Ländern zusammen, um sich mit den Themen Demokratie, Partizipation und der Frage nach dem Transfer von entwickelten Demokratiebildungsformaten in die Praxis auseinanderzusetzen.
Die Themen der Keynotes von Dirk Gramm, Katja Reszel und Lukas Fender am ersten Tag sorgten für weitere Aspekte, die auf Konzeptionsebene für den Verlauf des Projektes berücksichtigt werden sollen, die aber zugleich nah dran waren an der Praxis der EfD:
- Partizipatorische Schulentwicklung: demokratische Kompetenzen vermitteln
- Transfer: Faktoren erfolgreichen Transfers von Bildungsmaterial
- Digital Citizenship Education: Umgang mit Desinformation in der Demokratiedidaktik
Die verschiedenen beteiligten Pilotprojekte der EU-Länder konnten da eng anknüpfen und bewegen sich inhaltlich im Bereich der
Erinnerungskultur (z.B. Gedenkstättenfahrten, Doing Memory) und im Bereich
Bildung zu politischen Prozessen (z.B. Kinderkonferenz, Kinder- und Jugendparlamente, Parlamentsbesuche, Menschenrechts-Bildung, Demokratie-AG). Besonders hervorzuheben ist, dass Schüler*innen oder Lehrkräfte ihre Projekte teils selbst vorstellten:

- Kinderkonferenz und Streitschlichter. Förderturmhaus Altenessen (DE)
- Game based Method Escape Room: Critical thinking against conspiracy theories. Salvador-Allende-Haus, Oer-Erkenschwick (DE)
Am zweiten Konferenztag traf sich das Konsortium des DEMOCRAT Projekts (alle beteiligten Forscher*innen des Projekts) zur Besichtigung des
Erinnerungsorts Alter Schlachthof, zum
Austausch über die Pilotprojekte sowie zur
Planung des weiteren Vorgehens mit Blick auf den Zeitraum bis zur
Abschlusskonferenz im November 2025. Bis dahin sollen die Evaluationen der demokratischen Kompetenzen von Schüler*innen abgeschlossen sein und beispielsweise eine Toolbox entstehen, die für ‚Education for Democracy‘ nutzbar ist.
Die internationale und zugleich interdisziplinäre Zusammenarbeit bei ‚Democrat‘ ermöglicht einen ganz besonderen Austausch.
Über Ergebnisse dessen wird spätestens zum Ende des Projektes Frühjahr 2026 wieder berichtet.

Report on the DEMOCRAT project conference at HSD in March 2025
On March 6 and 7, a conference of the
EU research project “DEMOCRAT” took place at Düsseldorf University of Applied Sciences. The project is based at the research
focus on right-wing extremism and neo-Nazism (FORENA) under the direction of
Prof. Dr. Fabian Virchow at the HSD. It focuses on improving
democracy education in schools (Education for Democracy, EfD) and examining democratic skills such as critical thinking/judgement, democratic resilience, deliberation and solidary participation, which the pupils should develop and deepen by participating in the projects. The challenge - for all research and practice partners - is to develop a target group-specific evaluation of the skills in such a way that the respective group finds access and can answer the questionnaires well.
The event brought together experts from the field, researchers, teachers and pupils from the participating pilot projects from various EU countries to discuss the topics of democracy, participation and the question of how to transfer developed democracy education formats into practice.
The topics of the keynotes by
Dirk Gramm, Katja Reszel and Lukas Fender on the first day provided further aspects that should be taken into account at the conceptual level for the course of the project, but which were at the same time close to the practice of EfD:
- Participatory school development: teaching democratic skills
- Transfer: factors for successful transfer of educational material
- Digital citizenship education: dealing with disinformation in the didactics of democracy
The various participating pilot projects in the EU countries were able to tie in closely with this and focus on the
area of remembrance culture (e.g. trips to memorial sites, Doing Memory) and
education on political processes (e.g. children's conferences, children's and youth parliaments, parliamentary visits, human rights education, democracy working groups). It is particularly noteworthy that pupils and teachers presented some of their projects themselves:

On the second day of the conference, the consortium of the DEMOCRAT project (all researchers involved in the project) met to visit the
Alter Schlachthof memorial site, to
discuss the pilot projects and to plan the next steps concerning the
final conference in November 2025. By then, the evaluations of pupils' democratic skills should be completed as well as a toolbox should be created that can be used for 'Education for Democracy'.
